I dont know the exact details but at least 75-80% occupancy is considered break-even. An Indigo ATR flight on an average has 80 seats. Considering 80% occupancy at least 60 passengers need to be there daily. Hoping that that many passengers will be there everyday. The airport also needs other infra like cafeteria, transport and cabs which are all dependent on passenger traffic. So if passengers are less everything else gets affected.
