I do not know if Purvottar Sampark Kranti ever ran via Bhagalpur. I had left Bhagalpur after 1995, only visit occasionally.
Bombay Janta Express (Bhagalpur to Bombay VT) was started in the 70s to serve Patna and Bhagalpur . It was was referred to as Bombay Janta. In those days Janta Express were trains with lots of stoppages. The priority was Super Fast, Express, Janta Express, Fast passenger and Passenger.

It is possible, they started it via Bhagalpur but later changed the route as it was longer. Since it was was supposed to not have any stops between Assam and Delhi, all stops must be technical halts, so stopping at JMP makes sense. Anyways, the train was started in 2005, I left after 1995. I do not know the details. A railway staff may be able clarify.
