However, the WAP4 design is quite old, based on a loco design from the 1960's. So, it is not a straightforward thing add new components to its design.

AJJ shed added a HOG feature to a few WAP1 and WAM4 locos to haul the Sapthagiri express. However, this was not a standardized feature i.e., these locos cannot be used with any of the LHB or ICF Raj coaches. The Sapthagiri express rakes had very specific modifications, and these locos were also modified to work exclusively with the Sapthagiri rake.
Itarsi shed modified a WAP4 with HOG arrangements, but again, this was not a standard design, and it was abandoned.
RDSO started work on adding HOG to WAP4 locos few years ago. But considering the design effort involved, and the fact that WAP4 production was stopped in 2015 and the 3-phasers were taking over, they abandoned the project.

But here's the deal, these locos can't be used with any other fancy coaches. The Sapthagiri rakes had their own special changes, and the locos were modified just for that. Itarsi shed also gave it a shot with HOG arrangements on a WAP4, but it didn't work out and they ditched it. Few years back, the RDSO started working on adding HOG to WAP4 locos. But come on, man, it was too much effort and by then WAP4 production had stopped and those 3-phasers were taking over, so they called it quits.
