No sir. Even internationally , Pre-stressed concrete sleepers came into widespread use only after World war II. In India, the first orders for PSC sleepers were only placed in 1968.
The Bombay suburban railway, along with pretty much all the other railways in the country, used wooden, cast-iron pot and trough sleepers.
By the late 1940's, the Harbor branch and the Mahim Chord line were with wooden sleepers. The Kurla-Mankhurd section was with Cast Iron Pot sleepers. The entire main line from Bombay to Delhi was laid with Wooden and Cast-Iron pot...

Starting from 1969, the wooden sleepers in the Howrah-Delhi section were gradually replaced with concrete ones, and shortly afterwards, the other major trunk routes followed.
