Exactly it will be for the replacement of existing Garib Rath from BDTS-NZM. As per the railway news maintenance of existing ICF coaches of Garib Rath is too much which is causing too much time and also not much suitable for passengers traffic load nowadays. As per railway sources till Dec or the time reservation done by the passenger, the old fare has been charged by the railways till APR of 120 days completed or mostly from Jan'2019 new fare of Humsafar will be charged from passengers instead of normal Garib Rath charges. So it is very clear they are planning to loot passengers just to give some extra comfort!!!
