It means even the WL quota is full and further ticketing won't be permitted.

I want to plan a trip from Delhi to Shimla in mid march 2011. I invite suggestion from Peoples ? how to start with ? My Plan is to travel by Train ? Anyone who has done this before pls suggest ? I ll be traveling with my Wife and 6 Months Son.

Ya. You can approach the journey in 2 different ways:
1. Take Kalka mail from Delhi Jn at 9:40 pm and get down at Kalka at around 5 am. Then take 1 of the 3 toy/passenger trains from Kalka to Shimla. There is one at 5:10 am, one at 5:30 am and one at 6 am. Taking those, you can reach Shimla by 10:30-11 am.
2. Take Kalka Shatabdi from New Delhi at 7:40 am and reach Kalka by 11:45 am. Then take Himalayan Queen Express at 12:10 pm from Kalka and reach...

The train is VERY VERY BAD and EXTREMELY SLOW....
The coaches were littered with wrappers and old rotten bits of food...
the coaches even have crap(hopefully, dog's) and urine collected under the berths and the aisle...
DO SOMETHING !!!Extend to TVC for better maintenence
