Derailed doesn't mean capsized. Derailment depends on track and wheel technology and not type of coach. Any coach will derail in these circumstances. From pics, we can see SLRD , PV and the GS coach capsized. some SL coaches crumpled around the washroom area and that is intentional as LHB coaches crumple zone is designed to be in that portion. For GS and SLRD LHB design isn't meant for such coaches and previously also there were issues flagged with LHB GS coaches. Also separate railway budget was stopped because there was no utility in announcing a separate Railway Budget. It was just used as a PR opportunity to announce new trains and most promises were not fulfilled. Safety was always in hands of God not because of Budget but because of work culture where safety isn't a big focus of the Railway Babus and the same percolates down to lower levels....
more... Babus give unrealistic timelines for trackwork with insufficient equipment and pay, work orders going to L1 contractors who also have to pay some cut money to the Babus. So now to meet these unrealistic timelines without proper equipment, workers have to use shortcuts and compromise on safety. Anyone who speaks out against this practice is either ignored or removed. Also any mistake by low level workers leads to severe reprimand or removal, so workers are encouraged to hide their mistakes if any and paper over them to make it seems everything is fine when it's not. In a lot of western countries, safety is paramount for passenger services and trains will be delayed but safety will hardly ever be compromised. I understand the volume of traffic is much higher in India but we can do better with our work culture if we want to get anywhere close to the safety which Japan and Western countries have attained in travel. And this applies to flights and roadways as well, not just IR.
